    摘 要】The ultimate aim of government agencies that regulate the marketing of new drugs is to ensure that the drugs available for people to use are safe and effective. However regardless of how the decision to grant marketing approval is made there will always be some drugs that are approved which are ineffective. Thus measures of the quality of the decision rule for granting marketing approval should compare in some way the number of approved drugs which are effective with the number of approved drugs which are ineffective. Starting from the perspective of quantifying the benefit to society of the drug approval process, we develop the use of the ratio of true to false positives and the ratio of power to type 1 error as the basis for drug approval decisions. We also compare this basis for decision making with the traditional Frequentist and Bayesian approaches.
